Idea for a fairer Galio nerf

Galio seems to be strong (to my poorly-ranked eyes) throughout most to all of the game. Recent nerfs to him have targeted his strengths instead of creating weaknesses. Instead of nerfing his Q to the ground, what if his W damage reduction got moved to his ultimate kinda like Sivir's W attack speed? It's already on his ultimate for the target anyway, and after watching various players tap W during laning phase for damage reduction I really think it'd be a good nerf for the health of the champion, and not just the health of the game (right now, it kinda feels like when Rengar players were pressing Q to swim forward a bit faster).
