Reasoning: Testing both sated and live version of devourers, there is a stark difference in the champions who can use them effectively. Champions who already employ strong, on-hit effects such as yi, udyr, kayle, and xin zhao benefit an absurd amount. Champions who did NOT employ on hit, such as kalista or vayne, but enjoyed the attack speed buff do NOT benefit in the slightest from sated. With sated, the pool of champions who effectively employ it shrink to less than 10. Without sated, that pool is more around 30.

Suggested change: Upon reaching 30 stacks, devourers gains an active called "swallow" which reduces the on-hit damage to 60 and grants the sated effect.
