Hes the only thing that protects us from the riven/irelia mains top lane.

YES.
First off you max W. At max rank it gives you 8% of a targets missing health as bonus damage. You will also be building Botrk, which gives damage based of the target's current HP. These cancel out meaning that you will be doing around 8% of the targets health with every auto attack with W active.
You should be running attack speed runes and the build should look like this.
you will want to get as much CDR as possible. Rush botrk against AD lanes rush Wits end against AP lanes.

He will beat any champion without ranged harass.
