1. its a skill shot
2. veigar is capable of being hard countered by items alone (QSS, banshees, GA, merc scim, merc treds, health)
3. his laning phase is atrocious, no mobility, and a single unreliable cc
4. no sustain
5. many hard counter champs exist, zed, fizz, ryze, jayce (anyone else smart enough to stay back and poke), tanks, and anyone with a dive
