A way to buff Merc treads.

Remove swiftness from the Resolve mastery tree and replace it with something entirely new. Currently, you rarely take Legendary Guardian over Swiftness. Partially, because Merc treads were nerfed, so you require Swiftness on almost every tank/bruiser. Mercury treads would then have room to be buffed, and most people wouldn't just take every game. It would also increase the tankiness of champions who could take Legendary Guardian, meaning less work on defensive itemization.

Just a thought.

Edit: Oh, boy! Another edit. Man, I'm quite full of myself lately. You could even go so far as to buff Precision in the Cunning tree. How? Increase it's flat penetration when near multiple enemies. That would also keep damage high on things like assassins and burst mages, to keep them from being completely shut out by tankier enemies. I know you guys love like damage.
