@Riot: Is there never going to be some form of "end game before 20 minutes" function?

Given that games can be sabotaged by computer malfunctions, ISPs screwing you over, or just plain leavers, people have demanded that there be a way to end a game before 20 minutes that doesn't involve them getting a leaver mark. I just had a game as Lux where my computer froze up for 3 minutes straight during laning and then my game crashed. Do I get leniency? Probably not. Everyone else in that round still wants to kill me in real life.

This makes me ask, though, if Riot is ever going to release some form of "call for a draw" function with appropriate limitations and/or restrictions. Is the very notion of an "end game early" function toxic?
