The changes to rylais are definitely the wrong way to go about it.

Well it seems like you are turning this items into steraks , by gutting its passive and stats and reduce the price, which is equivalent to making it trash tier and very slot inefficient for late game mages. I mean why would anyone buy this item now ?

• the slows ? Nope
• the hp ? Nope
• the ap ? Not really no It's just a well rounded piece of garbage.

You need to keep the price , make the stats a little less well rounded and just the slow:

• revert it to 500 hp 80 ap as it was before rework
• Aoe spells only slow for 20% like Aoe dots , and single target spells for 40% like they are now.

That way champions that utilize and rely on true single target slow, like Cassiopeia, karthus and vlad stay balanced ( cuz they are balanced around the item ) and champions with Aoe spells like xerath, ori, Syndra and mord (his e slowing for 40% is dumb, had to get real close to stick to u with q slow ) stop building this item that was never designed for them.
