Define overthinking? You know, the initial MS burst can be used to close a distance to someone you're chasing before he flashes the wall or smth so you could CC or kill him before he does so. Making the decision to use this initial MS burst to catch someone like that isn't overthinking things. A good player knows to consider as many possible factors as he can in order to make the best out of a situation. You're only limiting other players by not mentioning this in the tooltip, and I don't think it's right for you to do that. If I'm thinking about smiting someone for the extra MS from my completed Frost Fang so I could quickly close the distance to get my charm off as Evelynn, I'm not overthinking it, that's called being a good player>>
I don't blame you for not having the right mindset, but you're basically forcing that mindset on other players by not even letting them know of that factor and possibly holding them back
