As an ADC is Crit better than armor pen to kill huge tanks

When I play ADC and i see a really big tank I just feel like LW with my items still dont hurt him at all. While watching the challenger series I heard phreak say that crit is the best thing to bring down big tanks. So is that true? Should I be getting more crit instead of armor pen if a tank is huge
