Glacial Augment basically provides a Frozen Mallet passive for free and Rilay's Crystal Scepter has been proven hard to balance.
Why not get rid if them and slightly modify Glacial Augment so it affects spells aswell?

should definitely stay, as Glacial Augment does not work on champions who use Rylai's
However, frozen malet's removal could be justified, however it kinda forces people down the inspiration path
