Queue dodge timer

WTH rito, is queue dodge timer changed to default 15 min? I just dodged an ARAM queue because my buddies were online so I wanted to play with them and suddenly I get 15 min of penalty. I knew it started with 5 before, and I dont even remember the last time I dodged a queue. But there shouldn't be any for past 1 month atleast. Its extremely harsh and useless to punish like this for a solid frikin reason.
