Leaving champion select penalty
Has riot changed the leaving champion select penalty to start from 15 min now rather then 5 min? I have been getting 15 min penalties in poro king mode.

Had to edit. what i said was incorrect. this is what wiki says:
Time penalties All queues dodges give time penalties that prevent you from queuing again immediately after. Those are increased for subsequent queue dodges within a 16-hour window. This time penalty is shared between the various queues, except for ranked team queue.
start penalties: normal/ranked 6mins ARAM 15mins
in your case poro king is on the aram map means starts with 15mins
