does reporting system work as intended?

I always though that whenever your reporting has caused any difference you get a notification in game client giving you that information. But after encountering an offensive player in pretty much every game (not uncommon in low ELO) and does reporting it in hope that they will get some kindof punishment .. all year I think I only got 2 or 3 of such notification. If the notification is any indication of players being punished .. thats like 2 -3 punishments in hundreds of solid reports. I though that notification are random .. but then I look at myself and I become 100% sure that the reporting system is full shite .. it doesnt work, doesnt matter how much shit you ignore in game the other guy will not be banned. If thats true, I hope this toxicity brings the game down, that they either have to fix the system or go kaboom.

"I always though that whenever your reporting has caused any difference" Your understanding is incorrect, the notification is for the final incident. It is only in those incidents in which the notification may be displayed.

It's just absolutely terrible for discourse and public understanding.

It only notifies you some of the time. There are some conditions to it that we don't fully understand. You can rest assured that your reports, when valid, are contributing to the system tracking and punishing the players who wrong you and your fellow players.
