Is it intentional that dashes go through skillshots?

I never read that change being made or maybe I never noticed it before. But for some reason it seems a lot more prevalent in the recent patches. Was that intentional thing? Because it's kind of annoying ulting an Akali as Riven and she dodges it by clearly going right through it.
