I don't play much Cassiopeia, but after playing her once recently, I realized that it's awkward reaching the 45% CDR cap on her without wasting CDR.
It'll be a small love tap to this champion and it'll also make it less clashing with people's OCD.

Isn't this champ based around spamming 0 cooldown skills already?
She does not really need 45% CDR, because her E is already spammable if you land her Q or W.
You shouldn't even be trying to reach the CDR cap on her.
You could just take Scaling CDR Glyphs for 15% at level 18. That would be enough to cap you.
Out of all thing things cass could use this isn't one of them
The extra CDR masteries give you 5%...
She doesn't even need CDR.
