My two cents on Vinegar Veigar
As everyone who browses these boards know, Veigar was changed in an unsavory way. I'm gonna' put in my two cents here.
So I'm going to start with the bad stuff. His E isn't a 1000-range stun now. That's good! A 1000-range stun isn't healthy. It's more of a ranged Jarvan ult that doesn't do damage. However, his W is super reliant on landing a stun, or else it will wiff if your enemy has an average reaction speed. This makes it where W is either a farming tool or a huge burst, if you have teammates with some hard cc. You usually don't want to push your wave as Veigar, and chances are you won't be ganking anyone, so it ends up barely used in the early to early-mid game. His Q change is wonderful though! It makes farming a FUN little mini-game, where you try to get two minions with one Q. That's such a great change! His ult did get a .2 AP ratio nerf, but that's understandable with the new Q.
Now, a big problem with the new Veigar is that his E and his W are absent unless he has an ally nearby. This, in my opinion, actually destroys the fantasy of Veigar because if you have an ally contributing, it isn't really 100-0ing an enemy. Also, Veigar is supposed to be some angry, isolated mage, not someone who needs his teammates in order to kill his enemies.
I'm not gonna comment whether these changes made him balanced or not, because I don't think I know the difference between unfun or weak. (COUGH COUGH he's pretty weak though right now COUGH COUGH my Soraka mid has a better win-rate COUGH COUGH which is above 50% lol COUGH)
I was disappointed with the changes, because they didn't really add spice to the parts of his kit that needed it. His passive is dull, and 3 of his moves contribute nothing but damage, only one of them having a little depth (Q) with it's stacking mechanic. They made his farming fun, but it doesn't really lead anywhere. Now here are the changes I would've done. THESE CHANGES I THOUGHT OF ARE PROBABLY REALLY BAD. I AM NO DESIGNER.

Remove a large chunk of the bonus enemy's AP damage on Veigar's ult and buff the damage now to 1.1 or something like that so his damage is more consistent against AD.

His E does a small amount of damage to enemy's inside once the cage forms. Adjusting of other move's damages may be necessary.

You can now control where your W goes if you hold down W. You can move it around kind of like Vel'Koz's laser except it can move in all directions instead of a circle. You are also immobile while you do this.

Your passive is a naturally-generating shield that explodes and slows in a radius around Veigar whenever a certain damage threshold is passed. It has a cooldown of some length.
WELP! Those are my two-cents about the Veigar changes.
