Heimer shares the same OP stats as Cass, yet no heimer nerfs

Heimer is one of the most anti-fun/toxic champs in the game with little to no counter play, and is left in his state for months, yet Cass gets nerfed for sharing the same stats as him.

Logic much?

Spam turrets in lane for little to no mana cost, yet force the enemy laner to expend all their mana.

Rush hourglass put down a bunch of turrets and push hourglass, and kill everyone.

Super broken champion, so if Cass is getting nerfed for her statistics then heimerdinger should as well.
