Secondly, I played a game like 2 hours ago and all 10 players were teleporting instead of walking.

What the fuck is this?

Riot says that they are investigating an "issue that is negatively affecting games" and that's why ranked is disabled... When none can play normally, shut down the fucking server and fix it. Jesus.
