When was the last time a DoT effect was introduced to the game?
Have riot stated why we see no more dots and only burst damage spells for so long? Am I just blanking out on a dot that was released recently?

I cant remember it for certain but in pretty sure riot doesnt like DoT too much and generally try to avoid it unless the ability is a perfect fit for the champion since DoT encourages passive lanes with barely any interaction past walking up and applying a DoT

DoT spells frustrate the easily tilted because they have to endure being not perfect for a longer amount of time.
Maybe cause it’s easily countered by sustain and shields.
The last one I can think of is Elder burn.
The reason Riot doesn't tend to like it is because it doesn't show what's happened as well, or something like that. You press the ability and...the effects are bland. It's some health ticking away from them. When Malz lands Q on you, you see a hefty chunk of health go away, and you know what the ability did. You have little else to worry about after that. When he presses E, though, it's a delayed effect and you don't really see what happened. All the damage will be dealt, sure, but you don't get to truly appreciate or understand the impact near as well.

One issue is that DoTs feel a lot weaker than they actually are, and so are less satisfying. If you're trying to make an appealing new character when there are already more than 140, this kind of abilities don't cut it anymore, people just keep playing their old favorite.
I'm not claiming that's the only reason, but it's definitely playing a part.
Dots are hella hard to balance, just look at Malzahar, Teemo, brand or even Darius&Talon.
Riot feels like it's hard to appreciate and get value from HoTs and DoTs, so that's why we don't see too much of those. I think they last touched up on this back when Soraka received her last big set of changes (when Starcall went from a self-burst heal to a HoT).

it would be impossible now, because DPS beats DoT now. to give an example, you can't apply your DoT if you die in one second, you have to survive to stack the DoT, BUT tank items are dead and most champs die in 2-10 seconds, tanks included. But if you build tank, you don't do damage, and vice versa. So unless the DoT does true damage or tons of dmg, DPS (unless it gets nerfed, and boy do i hope so) will win in season 10.
Dots are generally super unhealthy and you can't convince me otherwise. Nothing is more painful than a point & click Malz E or stepping on a shroom and getting ate alive by Liandry's Torment. Like, the thing with dots is that they're compensated for the sake of being dots, and these compensations are often super obnoxious. Singed's entire kit works to support his poison, and your end result is the creation of one of the most annoying champions. This is kinda true to every dot heavy champ, they're often disliked. Malz, Singed, Teemo, Cass, and Brand.
