Will only champion shards or also skin shards have their disenchant value reduced in 7.22?

If a Rioter could answer this or a regular player post a link to the answer, that would be great! I didn't find anything about skin shards but I remember that in an early post or video it was mentioned, just can't find it back.

Both skin and champion shards disenchant gain will be reduced. So disenchant everything you know you don't or won't want right now.

No but this was awhile back when they first announced the changes... Wait I found it. This is the statement if you don't want to search it:

Both? To my knowledge only Champion Shards were being changed due to the IP/BE merger. There's no comparable merger for Orange Essence, so why would it change?

It is because of all the recent events with missions from where you get bonus skin shards (ex: Worlds and Worlds Legacy Orbs).
