a level 6 chogath with 3 ap can outsmite a level 18 smite

are we seriously concerning ourselves about a melee champion using their ultimate ability to out smite a smite?
I would be more worried about the objective control that Kalista brings to the table.
At least he has to pop an ult cooldown for it.
on the other hand...
And to get in range of it, he has to walk up to it or use his flash.
He then has no escape to get back out.

a baron is worth the death of a level 6 chogath
If you're still level 6 at 20 minutes, I think you have bigger problems to worry about.
Maybe you afk'ed and need to make it up for the team, or maybe you just wanna make those sick plays for youtube, like that one where Lee Sin TP'ed to bot lane, quickly dashed to top, and kicked WW at the same time.
And did you know that cheeseburger contains cheese?
And
does it at level 9 with 0 AP. On a 9 second CD (before CDR).
What's your point?

buff smite
nunu can outsmite smite at like level 3 and definitely at level 5, his is on a cheaper cooldown, heals him, gives him a buff, he can actually use smite effectively for cinderhulk tanking
oh, his E and ult also have 100% and 250%(max) ratio
fun thinking, nunu can be level 3 jungling while team is still level 1 or 2 and is astonishingly tanky early-mid game
he also gets a free spell every 5 auto attacks so he can be a pain in and out of lane
nobody complains about nunu though because he is balanced and can't use his smite on champs
chogath is fine, he's a mixed priority target and one of the squishiest tanks depending upon build
