Imo, Unsealed Spellbook is MUCH stronger now than it was.

You basically have an on-demand tele at any point, giving anyone who takes this keystone a huge amount of influence that they can exert over the entire map.

Around six min is when solo laners get their ulti's, so taking this on a mid or a top and ducking into a bush to TP bot, then being able to ignite immediately after the TP ends, without ever having to return to base, is going to be very powerful.

Hmm, since original spell continues CD it's basically just having a 3rd summoner spell that you can pick and choose, seems exceptionally powerful now. It really allows to adapt to evolving gameplay like early game add a shield on top of your heal bot lane, late game you manage to open the back end and you pull out teleport. There's good opportunities to use several different ones at different points of the game lowering CD and ultimately allowing for some really cheap plays with teleport.

I think it might be a bit too strong, but keep in mind most keystones are pretty strong.

Basically, by 22 minutes its coodlown is also reduced to 3 minutes....and I see no cap on how far that goes down outside running out of summoner spells... So -1 min 45 on original...bringing it to a 2 minute 15 second on demand summoner spell (by the 30 min mark) that doesn't lower CD of your other summoner spells...Honestly...it may be too strong.

on-demand tele at any point

You can only use the spell once though, you then have to cycle through 3 more spells before you can use it again. Plus there's the Cooldown of each spell is appiled and you also only get the ability to change spells every so often, you cannot change them that quickly.

No, but if you start with Flash/Ignite with spellbook, at 6 min you change ignite for tele, TP bot, then you get ignite back after you use TP. You don't have to wait for TP's cooldown anymore like you did with old spellbook. So you can basically use 3 summ spells at once.

This can be slightly misleading. Let's say you go to lane with Ignite/Flash. If you use both spells and have them on CD, you can swap to a brand new spell and not have to wait for the CDs of the old spells to wear off anymore.

You can't swap to the same spell twice in a row. After using a swap, you have to cycle through 3 OTHER summoner's pells to be able to access the spell you swapped to first again. So while Unsealed Spellbook is much more potent than before, I wouldn't call it "on demand".

You also still have to wait for CD after use. The CD is just counted down in the background iirc.
