Should health regen from red buff be removed?

Trying to fight the enemy jungler in the early game never feels good unless your own jungler is following up.

Unlike for laners, my damage on a jungler won't stick because of health regen from red buff. Which usually means they can run back into their jg and continue clearing without issue.

Unless your jg is near, there is no incentive to actively use spells, mana, trade health, or cool downs on a person who can just hit and run without tradeoffs.

That is pretty much the jungler's job though.

They need to be able to divert their attention from farming, apply pressure on lanes, and then go back to farming.

Red buff regen is tiny in the early game, and it’s disabled while in combat with enemy champions, structures, or epic monsters. Junglers are typically much squishier than laners because their starting item doesn’t give them HP or any other combat stats, unlike item 1055 item 1056 item 1054 item 1036 item 2033 item 1082 item 1083 item 1028 item 1029 item 3307 item 3303 item 3301. That’s why it’s usually best to prioritize hitting a full-HP enemy jungler over a full-HP laner. Plus, if you do get the kill, it’s bigger for your team - you take his buffs and set him back so he has less of an impact on the map. Even if you die 1v2, killing the jungler typically makes it worth. Even if you lose a wave or two.
