As someone who plays a lot of Cait - she doesn't really scale that well. She's got really oppressive early game, really painful mid game, and by late game, really plays more like a support gunner - she's not much for damage unless she's got backup, when compared to the other two on this list.
Twitch and Jinx are both known as late-game hyper-carries. Twitch has his stealth for some cheesy plays, and Jinx has her traps for some decent turns, but neither are really all that great until they get at least IE + a completed Zeal-build item. Usually Runaan's, but sometimes RFC.
ALL of them are easily dealt with by looking at them funny, cause they run minimal lifesteal and opt instead for either penetration or GA. What you really can't deal with are the Rageblade-into-BT users that gain back half their hp every hit while still dealing the same levels of damage. Still, they die easily if your frontline is doing their job, except for two that have no business doing what they're doing.
But since they're gutting Rageblade instead of Vayne, I guess that's a moot point now. The second was Kai'Sa...no adc should have stupid amounts of damage, stealth, a tower-and-a-half distance dash, and a shield the size of Kench's appetite in one kit. Compared to Vayne's permanent stealth with ult that was laughable, but I still say that kit's overblown af.
