Do these "upvote to _____" threads work?

Title. Seeing how larthus one has like 650 votes, and green wards has 50, do these community polls ever actually accomplish stuff?

no.

No.

Long answer: Nope, not really. I mean some subject contained in one may happen, and it may even happen and Riot may mention "community feedback" but that doesn't mean the boards had anything to do with it and certainly not because of the number of "upvote this" threads. Which is a good thing; there are a lot of highly up-voted threads with, frankly, just plain terrible ideas.

No. I've only heard of 1 thing being reverted, and that was Lee Sin's nerf.

When Riot ruined the jg, people were heard.

When Riot ruined Azir, people were heard.

When Riot ruined keystones by making Thunderlord OP, people were heard.

When Riot ruined Fiora, people were heard?

But when people suggest any changes to the game that may improve it and 500+ people unanimously agree. Nothing.

Why?

Because the English speaking community who bother posting on the boards is a mere fraction of Riot's customer base and, more importantly, not part of the LCS.
