For What reason anyone WOULD WANT TO R,R with Leblanc

Unless you want to disrespect your opponent, you cannot control the DECOY, Its USELESS, why would you R,R to send a decoy that will have either a 150sec cooldown or 60sec cooldown. + that does no DAMAGE. Why would I want to waste the 150sec ammo ? R,Q R,W R,E Is much more useful than R,R Why does it has to be a toggle, Why can't you use it like Heimerdinger R, where he can R then cancel it by pressing R again. Why does Leblanc not have the same option? with the current REWORK, she has limited use of combo, everyone would just spam R,Q,Q nobody cares about her R,W or R,E Her Q does more DAMAGE and its the safest one to proc her passive without putting her at risk for no reason. Riot, Delay Leblanc Rework as much as you can, this kit is not GOOD. There is soo much flaw that could point out. There is too much Risk, Too much Delay, Very Little Reward, and hard itemization. power curve is very shifted and randomize, meaning she'll do alot of damage at one point of the game then fall off then do more damage then fall off again.
