They stack, the 10 flat armor pen isn't a unique stat

Yes, armour pen will stack. I don't remember the order, I think it is flat armour reduction percent armour pen flat armour pen percent armour reduction

So cleaver is shred or reduction right? So the flat then the percent (suboptimal unfortunately).
