Can any champions safely take Heal+Ignite top?

Mysticman891 votesI guess anyone who does the smite/ignite thing as a jungler (i.e. they can get away with not having flash) could safely do that combo.
Safe is a different thing from it being an optimal choice however. Flash (or at the very least ghost) is super useful.
