make jhin 4th auto do a flat amount of damage

his blowing up tanks and squishies at this point. his 4th auto does upwards of 1k to armor stacking tanks. its ridiculous.

Here's the thing: Jhin's autos and his fourth shot passive are balanced by his four shots passive and fixed attack speed.

Most ADCs can get a lot of attack speed, so they get way more shots off than Jhin. Jhin can't benefit from attack speed because of his fixed attack speed (AS instead converts to AD, which is why his shots hit so hard). He also has to stop shooting to reload every four hits, while other ADCs don't have to reload.

Jhin getting 1k crits on armor stacking tanks? In the time Jhin fires two shots at the tank, any other ADC has loosed 8-10 attacks on it. Jhin's two attacks do as much as the other ADC's 8-10 in the same time, so he's not actually doing more damage than the other carries with his auto attacks.
