@Riot could you please take a look at Jayce? I have a buff suggestion

Currently, Jayce is one of the worst perfoming champions in league, one reason being the standard AD caster build scales very bad into lategame. The cause of this are the removal of old Last Whisper (RIP). So i suggest that when his shockblast is shot through his gate, it gets 5/10/15/20/25/30 % Total armor penetration

Several weeks ago, a few of you Rioters spoke about that Jayce was in need of buffs, but we have heard nothing since? Could we please get a heads up? Even a little number-change buff (more HP and armor) would help, everything will be appreciated!
