Lethality could be made melee which would fix half (& ONLY HALF) the problems, but Riot refuses to.
Flat armorpen was always meant for assassins and assassins alone.
When Riot's favorite - marksmen - started abusing it, instead of just fixing the problem by making it melee-only, they danced around it every way possible avoiding one of the two huge sources of the problems.
And now we're here with Lethality still being an unbalanceable mess as long as both ranged and melee reap the same benefits.
Sure, Lethality needs some nerfs on top of that for some of the melee abusers, but ranged shouldn't even be able to abuse something that has no meaningful tradeoff.
Lethality gets power faster than crit and attack speed. Lethality bursts glass cannons harder than crit and attack speed. Lethality with Cleaver and LDR murders tanks anyways, although you don't need to focus them until you oneshot all the carries. You don't have attack speed against towers, but you have armor penetration against them instead and still melt them. You don't get crit and attack speed on autos, but most of the ones abusing Lethality anyways don't need autos as much as their abilities, as AD casters.
