It is severely tilting and unfun to play against when he can half health u under tower at level 4 with no AP at all.

well, you may exaggerate a bit....but I know the pains of a fizz if you aren't the right champ or your jung gives a kill or two.
I've been taken to 30%~ health by fizz jumping on me at level 3 without autoattacking more than once so this doesn't seem that far off
