Why do we need chat-restrict vs an actual Tribunal?

If I don't like what Johnny Dickhead is saying I can just mute him... What I can't do is stop him from intentionally antagonizing my team by afking in base but moving around to stop leaverbuster.

Or running into the tower 10 times and feeding a lane

Or spamming laugh while he takes smite as support and steals my jungler's buffs at game start and the rest of the game too.

There are 0 repercussions for being a troll currently besides taking away chat which is useless... you will never get banned unless you flame in chat and you can do whatever you want, its absurd.

And it's been like this for over a year...
