Can we get a play by play on the rationale as to how they ever thought this was a good idea in the first place? Like, who came up with this idea, and how did they come up with the 100% number?

Riot never really gives us an explanation behind these balance changes so I wouldn't expect an answer.

They let both the AP Galio and Banner of Command changes go to live servers, but never actually came forward publicly and accounted for their actions. They just remove it and hope people will forget over time.

Paraphrasing a lot but that's the reasoning, though the info is from a third party so take it with a grain of salt.

Because item 3006 item 1055 item 3046 item 3031 is 7650g for 78 AD. Yas rushes a shitload of attack speed+crit before his flat damage. +100% bonus AD scaling isn't really all that much, since you're adding a whole 78 damage to an ability with no armor pen when everyone already has item 3047

This isn't like champs rushing Warrior + BC for a super cheap +100 AD, Yas is waiting quite a while for those numbers

It doesn't seem like he really needs it, being a resourceless, highly mobile spammer with a team ult that comes with its own safety.
