What's the point of champion mastery?
In HotS you can unlock a master skin as a reward. Here you get nothing useful. So why bother?

I don't think champion mastery is something you're supposed to farm. It just shows what kind of champions you're good at. Like your champion winrates and your "most played champions" bar.
Right now Its just to display the characters at your profile where noone even goes there to look so its uselss
So yeah it's useless. Just like honour.
Don't worry. Before 2142, right before giving us Tribunal back, Riot will make Champion Mastery mean jack.
How is getting a skin any more useful? It's just cosmetic. This is just a different kind of cosmetic attribute that you can show ingame, during loading screen or in your profile.
If they gave expensive skins as rewards, people who bought them would be frustrated because they paid for something while everyone else gets it as a reward for playing. They would be left out of the reward for their favourite champs.
If Riot had to make a new skin for every champ that is exclusively available from this system, they'd have to make a whole lot of skins. HotS probably has a lot less characters so it's easier to make a skin for each one.
In short: There is no difference between giving a skin or the current reward other than the current one is a lot easier to do for Riot. Both skins and champ masteries are useless. They're purely cosmetic and don't help you in winning games (except for some poorly designed skins with nearly invisible ability particles).
There is no point.
There isn't one besides a pat on the back for something that doesn't even deserve one. Right out of the free-to-play handbook.
It's still in development, they are planning on adding rewards later... or so I heard. Also, it gives a banner and an emote at levels 4-5, and it really motivates you to play more League
