An idea for a queue

I might be posting this in the wrong board (if so, please point me to a direction), but here goes.

I think many of us are tired of having Lee Sin, Lucian and many other champions in our games, due to how viable they are compared to other nicher picks. It really becomes annoying to deal with the same champion over and over again. So, in order to give other champions a chance to shine again, I give you... the Refreshing Queue (feel free to give better names, I can't think of titles). The place where Olafs and Urgots can play without being devastated, the land where melees can go top lane, the place where dashes aren't mandatory!

How it works? Simple. The most banned/played champions in the game are instantly banned. This includes Lucian, Lee Sin, Vayne, Yasuo and many others, leaving us with champions that deserve some time of our hearts (Karma, Karthus, Garen...). I will give an example of the smallest class in the game right now: tanks. Being most of them underplayed, the only ones that are banned are Braum, Rammus, Jarvan IV, Leona and Blitzcrank. Kill supports are replaced by traditional supports and maybe we could give Doran's shield a buff to drain mana out of ranged harassers during the laning phase? Just for melees to go top lane once? Pretty please? It doesn't need to be permanent, just in the Refreshing Queue. Go Heimerdinger mid and don't be judged by it! Play a champion that doesn't make flashy plays! Bring Zac top without the fear of a meta following flamer. I have noticed most toxic players are actually very strict when it comes to meta (See: DiscoHeat), so this could give us a little chance to see who cares too much about victory and who actually has a good time with the game.

I want to see Ashe, I want to face Zac, I dream of the day I will confront Viktor mid, or even an AD Malzahar! Please Rito! The Anonymous Kiteable Bruiser and Tank Club agrees!

"Vayne..."

"And how do we plan to take it back?!"

"Bleargh!"

"That's right, brother Mundo! We will fight! We will join the refreshing queue, and show our summoners (oops, lore change :/ ) how healthy we are for the top lane!"

"Bromen!"

"Aye, aye!"

"Nom, nom!"

"Erm... Sorry for interrupting... Is this the room for the Meeting of Mid-laners Without Gapclosers?"

"No... no... that's..."

"The room on the right, I think."

"No! The one on the left! On the right is the room for supports without killer CC or gapclosers."

"Actually, that meeting just ended, the room is free now. Take the one on the left, Veigar."

Veigar hops away.

"Oh, right! I was also invited to the Mid-laner meeting! Sorry guys, I will see you in the refreshing queue!"

Anyway... I should add that, being every champion somewhat underpowered in this mode, I think Poppy should also start off as banned, even if she isn't really played that often, but for the fact that these champions are kind of even with her, which would most likely make her very strong in the right hands.
