Can Udyr be addressed in the Diver update?

He's just in an abysmal spot right now. He has a 35% win rate top lane and a 48% win rate jungle - and that's mostly just 1 tricks playing him.

Theres just absolutely no point in playing him because he doesn't really provide anything over other champions. He's supposed to be a duelist but loses pretty much any 1v1 vs another duelist or juggernaut. He's a terrible teamfighter and he doesn't even scale that hard anymore.

He's now lackluster in everything he used to excel at. It feels like everyone is more mobile than him, does more damage than him, and has more CC than him. I feel like he needs something of a mini-rework because right now his kit is too simple to be strong - as it makes it oppressive.
