Illaoi E forces them to either making a poor engage, or take the free damage + vessel proc. After taking the vessel proc, they're stuck trying to dodge the ADC / Illaoi / spawning tentacles / CS'ing. Typically they either fall behind in CS, or take free harass. Illaoi also has respectable dueling potential, and 2v2 potential against all-in supports. But it mainly works against poke/disengage lanes.

In turn, you offer 0 cc or utility for your ADC, so assassins get free reign.

Yep. She's not a bad support, but the problem is you can't do much against jungler's or so protect your ADC from ganks. Unless your ADC is Caitlyn Ezreal Jhin KogMaw that can do some med-range to long-range damage, she's fine. She can harass her opponent in bot lane letting them getting poked down with her E, but other than that, she can't do much as a support role.

Like a lot of top-lane supports, she's fun if you get ahead, but your team plays as a 4v5 if you get behind.

Then it's probably cz the enemy bot sucks. She has no CC to protect your carry, so this seems nothing more than a duo ADC bot lane.
