I think the Mastery "Thunderlord Decree" needs to tone down.

This is the most stupidest Mastery I have ever experiences. Sure, it got nerfed. But my problem is with this is the early scaling of this stupid Mastery. Oh, why not; I can do extra 50 flat damage + 5AD + 5AP at level 2. Right, I think Thunderlord Decree needs to tone down based on it's scaling for "EARLY GAME," not late game. Why not. I can do extra damage to you, but don't have any items.

people who only get thunderlords are people who hold themselves back for all the other keystones are in equal placement now.

Yep.

The main thing Thunderlord's was supposed to be, in my opinion, was either an early game combo enhancer, or an early game poke tool for supports. However, it was clearly too strong, so everyone was getting thunderlords, and inorganically shoehorning autos into their combos... And it worked.

Even though it has been nerfed, I think it still needs toned down a little bit to get people to stop using the damn thing. It's everywhere. The only people that don't use it are Tanks (when the "OP" era ended, they actually picked the masteries meant for tanks that were actually balanced this whole time), people with DoT abilities, and silly people like me who like to make Veigar run like sanic when I ult somebody. I guess people also pick the fervor one more now because of how popular rageblade-sated devourer is. Either way, it's way too common. I still sometimes see teams with 4 or 5 people that all have thunderlord's. It's so annoying, and kind of stagnant, tbh.

I agree with you completely. Having 4-5 people on the team with Thunderlord Decree is annoying. I get it. The early game pokes with just a little more damage to harass your enemy so that you have an advantage. It just needs to get toned down because of it's early game scaling is way too high. Fervour of Battle is mainly towards those who can basic/auto a lot likeAatrox Ashe. Other than that, it's useless. It's just Thunderlord Decree early game scaling is way too powerful. Maybe just nerf the early game scaling flat AD or just the scaling overall because you are doing way too much damage at level 1. Hell, even at level 3 when you are behind you can still do much more damage.

I mean people are using it in ARAM even though they have to take a lot of crap masteries that do nothing in ARAM but it is still worth taking all those and giving up useful masteries like bonus penetration

The bonus penetration is not worth being used, but it's handy against tanks.

I don't know who you guys are playing with that Thunderlord's is still overwhelmingly popular. For such a generic mastery it's being used on pretty much only the people with nothing better to pick at this stage. Here are a few random team comps:

Top - Fiora: Grasp of the Undying Mid - Lux: Thunderlord's Decree Jungle - Lee Sin: Thunderlord's Decree/Strength of the Ages ADC - Lucian: Fervor of Battle Support - Janna: Windspeaker's Blessing

You've got a burst mage mid and a ganking jungler that requires snowballing to be of use choosing TLD and even then it's very possible that Lee Sin is making a poor choice in not opting for Strength of the Ages. Lucian, despite easily procing TLD when he wants to, makes another choice, and Fiora is taking a superior 1v1 mastery for top lane. Janna is obvious.

People are so out of touch when it comes to Thunderlord's. It's a completely balanced mastery that is only taken on multiple members of a team in very specific team comps where the champions don't work any better with anything else. An example would be Riven top, LeBlanc mid, Kha'Zix jungle, Lucian ADC (he would be making a suboptimal choice even here) and Morgana support. You've got three assassins, a bursty ADC and a support with no better keystone available.

Of course, you'd never get a team comp with 5 Fervor or 5 Windspeaker's because almost every keystone is designed to appeal to less champions than Thunderlord's does but as has been said many times before, Thunderlord's being generic isn't inherently problematic.
