maybe dont reset 20 second cooldown ults give ults with resets decent 120 cooldowns or more. Or garbage damage so that they have to get multiple resets off for it to be good not 500 base and 75% ap scaling.

i would rather a short cooldown ulti get a reset and cut off 20 second than a long cooldown get a reset and cut off 2 min

Agreed, the point of an ULTIMATE ability is for it to be used in important situations, not for it to be used to clear a wave and recall then have it back up before you even get to lane
