This is a tank

This is a tank feared for its offensive and defensive capabilities. most games follow this same concept with melee characters for the sake of balance and they are strong in both areas and weak in the area of mobility. riot how ever lets them be okay in defense and lets that defense be circumvented pretty easily with the mobility of other champions penetration life steal ( spell vamp on some champions with already strong healing.) and just enough damage that you dont care hit the tank for half his life and heal up on some thing else then finish the tank off or use mass skills with high bases and ratios and low cd while tanks have low bases with usually low ratios and no opportunity to build any damage to help supplement their tankiness. not that they reach their target if they dont have help finish them off. if any thing base damage should be high on tanks and low on carries so carries can scale better and have better interaction with damage items and tanks can have better interaction with defensive items with out being but raped. expecially with all the % hp damage in the game. most hitting for more than 10%. the guys who have a problem with tanks are guys who build a whole team with mainly 1 type of damage (ad) mostly assassin type characters and no one or only 1 person touches the over abundance of penetration items.

You know what tanks in games do? They are given tools to mitigate and focus damage on themselves, protecting their allies (like hiding behind a tank to not get hit by bullets in an armed conflict) I played a game called Lineage 2. It's a mmorpg. You know how tanks kit looks like there? No mobility skills Kit is full of disables (root (morgana's Q) stun, silence) even as far as having a no cooldown stun, which you can spam non-stop. But you know why that was allowed? They are chance-dependant. Meaning they don't disable you for 100% of time, and you can build items, enchants, and buffs (there are like 50 buffs in the game) to lower the chance and the duration. Agro skills (taunts, when you are forced to auto attack the caster) 2 actually. a single target, and an aoe that can not be ressisted, and can only be cleansed by spells.

This is how a tank's party pvp looks like: use aggro skills, debuffs to take enemy team off your team mates. Also you can use agro to make enemy healer attack you, rendering him useless for a couple of seconds. You know what is one thing they don't do? They don't auto attack. There's just not enough time for it. Now you might be thinking "they're tanks, they don't build damage" but they do. Everyone has armors and weapons in L2, and tanks really DO HIT HARD, not as hard as damage dealers, but they really hurt on their own.

This is what Riot should do about tanks. Make them protectors and disablers, not damage dealers. I suggest a whole rework on debuff system.

What you are referring to is now "juggernauts".

I'd like to propose that, this, is a tank.

Military tanks are a lot different from video game tanks.

In many games, a tank is someone who is extremely defensive and is therefore capable of tanking a lot of damage, and takes aggro from enemies to keep the damage dealers alive and, well, dealing damage.

In League of Legends, a tank takes aggro by making themselves the most annoying target they can be through some form of CC or by other annoying means like Braum's Unbreakable or Taric's heal. They aren't designed to deal damage, nor is it a primary focus of a tank to deal damage.

Instead it's the fighters that are designed to be tanky and deal damage. If you want your type of tank in League, play fighters.
