Why aren't ip party weekends applied to gamemodes?

I would really like to play ARSR(all random summoner's rift) but that way I will be getting a lot less ip. I get it, we atleast got an ip weekend so no reason to cry. But am I the only one who hates deciding between these two... either you have a lot of fun and gain nromal amounts of ip, or have less fun but gain more ip.
