Why wasn't Shen allowed to stay in his pre-rework state?

I liked him way more before his rework and he seemed a lot stronger to me. I'm not saying that current one is weak or anything. I'm just saying that the pre-rework one was simply stronger.

Not stronger , he had sustain so he seemed stronger defensively in lane

Effectively he could just farm under tower without worry.

My point ,the q was exchanged for a clunky mechanic that gives decent damage and slow only for overextending in trades to proc it The shield is hard to control maybe thats y playing him like you previously would won't work

The shield isn't that hard to control if you understand timing.

He does play a bit different from his prerework self. He actually has to fight now.

Remember when sion could carry? Feelsbadman. His w passive is nothing more than a way to catch up to thr base hp of most other tanks and juggernauts.

I didn't play Sion back then.

Shen definitely did need an update. He was just a walking ball of stats with a taunt and a shield/teleport. Now he at least has a little bit more utility in his AoE attack protection nonsense, though it was not worth the price of losing a ranged ability that made farming safely under tower reasonable. That said it's pretty much universally agreed that this "spirit blade" thing isn't the right direction for Shen.

I doubt he is on any list at the moment, but Riot does plan on getting around to him again.

Because his primary offensive mechanic in top lane was ranged, targeted damage. Boring, no counterplay, not even much 'play' involved. Because his primary defensive mechanic was repeatable sustain through health regen (also from the same ability). No play or counterplay involved, it doesn't feel impactful even though it lets him stay in lane for ages, and just generally discourages the enemy from ever trying to do anything about him.

His kit in lane was not healthy for the game, it wasn't fun to watch, it wasn't fun to play. If he's going to end up in games anyways for his ult and taunt, then he might as well be interesting for the first 10 minutes of the game.
