So why new champs get %damage reduction?
(had bonus armor/mr before rework)
meanwhile old champs still get bonus armor/mr and are melt by penetration?

Jax hasn't really been touched by any Rioter yet to get anything.
Rammus probably because he's only meant to counter AA so he'd mainly get %physical damage reduction which is basically armor.
Maybe they'll give it to Rammus in the future, idk.
