Why is it that when I play Support I am always 2-3 levels behind of everyone?
The Leveling Experience in-game doesn't seem to be balanced what so ever.

Supports are already imbalanced even in that state. A soraka or Janna can equally be annoying even if they are 2 levels below and they are designed to be like that.
But in addition to being this behind, you will always get one shot by assassins. Meaning you always need to stay away out of plain sight, but if it's to balance supports than fair enough.

Actually League of Legends were always like this. And it IS a legit strategy to KILL the support as fast as possible. Faker himself actually blows all his spells on the support since it makes leg room for his frontlines and because he CAN.
"Wasting spells on support"? why would you not?
Because we have to back often. Take TP so you spend less time away from the lane when the adc is still there. :)

Okay, thanks for the tip.
Well when mid-game happens everybody is either trading or farming. Supports can't farm nor trade (debatable) so they lose a lot of momentum when the laning phase is over. You just gotta stick with your highest level teammate, usually the top laner.

Be sure to ward at times you won't be out of minion xp range.
I didn't realise wards extend minion xp range.
Early game, you share xp with your adc. Later on, you're only really in the lanes to help another teammate. When you're not in lane, you're escorting someone, putting down wards, or dying because got caught out.
It's actually quite normal to be behind lvls compared to the mid laner or top laner, both of whom stay alone in lane for a long time. It's a vey similar situation with the supports in DOTA, though on a MUCH smaller scale. But it's not that much of an issue for both games anyway because supports don't usually need to be ahead XP wise to be helpful.
Unless you're the kin of support that goes full Ap. Those kind of people don't want to be helpful at all.
