No, it isn't. She can't get on top of you when casting it, so you will be close enough to the edge to get out 100% of the time during her locked position.

I have, Ryze is a spell spammer that roots and does damage while receiving multiple shields and movement speed bonuses. Ryze can absolutely nuke if he has enough ap, the Tor combo oneshots squishies.

It is one of the easiest ultimates to dodge. She can't move after she goes up in the air. You can simply walk away from her. If you get caught by an empowered root, you deserve to get hit.
