Is the new Phreak and Kobe announcer pack out yet? Or do some servers just not get it?

I was under the assumption that the new announcer pack would be out since we're well into this new patch. But OCE is stuck the the default pack still.

Apparently a lot of people have to enable it manually (I did, at least, and so did a good chunk of my friend's list).

Just go to Sound -> Scroll to the Bottom -> If 'Disable Custom Accouncer' is checked, uncheck it.
