Whatever happened to the ability to see an enemy's health if you hovered over their portrait?

I distinctly remember the ability to see how low an enemy was just by hovering their portrait on the minimap. It was handy because it saved me free-camming over to another lane if I'm playing someone like Jinx or Ezreal so I could snipe them with my ult. Unless I'm remembering incorrectly and this was never a thing. I'm not even sure. Was this even a thing?
