@Morello/Meddler/etc. - Ashe + Permaslow = Bad gameplay. Here's a fix.
Ashe's Q, I argue, is too-outdated to keep in its present form. The idea of a slow on every one of Ashe's attacks means no counterplay, which means it must be weak, which makes it unsatisfying. You can't use it to orb-walk, you can't use it for safety, and the slow is only decent upon reaching level 5 (prior to that, it sucks).
Long-story-short, it's time Frost Shot got reworked, and here's how I think it could be done.
Q - Frost Shot Passive: Enemies hit by Volley are slowed by 30/35/40/45/50% for 1.5 seconds.
Active: For the next 8 seconds, Ashe's basic attacks apply a 1.5-second slow, reducing enemy movement speed by 30/35/40/45/50%. Afterwards, the passive effect is lost while Frost Shot is on cooldown. 20/19/18/17/16 second cooldown. X mana cost.
What does this do? It gives Frost Shot some DOWNTIME, so enemies like Udyr, Darius, and Garen can play around it. Since it has downtime, it's allowed to be buffed. And since it requires some timing and action on behalf of the player to use it for all-ins, it's much more satisfying to use.
This goes with Riot's gameplay designs, right? If not, tell me what is wrong with it.
