Why is it that when some one D.C in champ select it doesn't stop the game room?

Just had person who had bug splat in damn champion select when he was suppose to trade with another person but some how it didn't stop the whole champ select room. Why is that???? I'm not going to lie I had ONCE (1) time D.C because of bug splat for champion select which was back then no lock in needed to confirmed you weren't afk but some how I was still in lobby and it started the game when i was 2nd pick getting random. This is a problem that should be address which I don't get why Riot can't even fix it, some times I even get people who D.C and it says it there in the damn chat that the person D.C but the game is still allowed to start.

If they D.C in champ select then it should end right there not fken keep on going to the point where the game starts.
